Trump's Woke Alarm Overlooks The Continent's True Danger: Technological Decline.

Donald Trump's security policy document offers a flawed assessment of Europe. The document asserts that unrestrained immigration and so-called "woke" policies represent an grave threat to European civilization. However, this argument is based on a serious misreading of the reality. The true challenge confronting Europe is not cultural but economic and technological lag.

A Glaring Economic Gap Between the US and Europe

The data paint a stark contrast. Between 2008 and 2023, US GDP surged by 87%, compared to a paltry 13.5% increase for the EU. During this period, EU GDP per capita dropped from 76.5% to just half of the US level. Remarkably, even the poorest US state now has a higher per capita income than major European economies like Italy and France.

Today, roughly half of the world’s 50 largest tech companies are US-based, while only four are European.

The Technological Shortfall: A Critical Question

This widening disparity is driven by stronger productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, compared with just 14 in the European continent.

This gap prompts a pressing question: In the race for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Experts widely agree it is largely a two-horse race between the United States and China, with European nations starting at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

A number of key reasons account for this technological divide.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for financing new ventures. The EU still lacks a genuine capital markets union, a factor that caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A American entrepreneur can launch a service under a single set of laws to access a market of hundreds of millions. The European Union, despite a bigger population size, is split among 27 separate systems, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was once viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for optimism. European leaders are increasingly aware of the severe threat and have started to advance serious reform. Key reports on EU competitiveness and the internal market point to the necessity of sweeping changes.

With the right incentives and regulatory reforms, Europe's strengths could support much higher degrees of business-led breakthroughs.

The continent still possesses significant strengths: high-quality workforce, excellent education systems, and premier research institutions. Alongside a large internal market and high savings rates, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing next-generation technologies, it can still dramatically increase productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now faces a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's slide in innovation has been gradual. But, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
